The city of Bloomington was established as part of the agricultural holdings of the Semi-Tropic Land and Water Company, which was formed in 1887.
The Riverside Portland Cement Company built a huge plant near the Crestmore Quarries (South Bloomington) in 1907, and to transport staff, it constructed a standard gauge railway to Riverside.
The route was extended from Glendora to Bloomington on May 20, 1911. Crestmore’s original settlement is generally located south of Jurupa Avenue and west of Locust Avenue, reaching the Riverside County line. For many years, the Pacific Electric Crestmore Line (Riverside–Rialto) provided local transportation.
The Semi-Tropic Land and Water Company (now known as West Valley Water District) established Bloomington, Rialto, Fontana, and Sansevaine’s town sites.
The town site of Bloomington, after being surveyed in April, 1888, was demarcated on the north by Valley Boulevard, on the south by Slover Avenue, on the east by Larch Avenue, and on the west by Linden Avenue.

It failed in late February and early March, when the Local Agency Formation Commission denied an extension that BIC needed to pay a $109,000 deposit for viability and financial studies.
